I have yet to find a swiss army knife program for doing web development. I also must admit that I still use Microsoft Frontpage, though mostly for working with and mocking up pages that have complex tables. When you need something more robust than alt-print screen or ctrl-print screen this free program will do the trick. I use it for capturing portions of a screen. It by far has the best workflow for accomplishing partial screen captures that I have have ever seen. This software nor costs 20$ but is well worth the price. Faststone Capture
